GDC Secures Full Funding for the Hudson Tunnel Project
The Gateway Development Commission (GDC) signed a Full Funding Grant Agreement (FFGA) with the Federal Transit Administration (FTA) for $6.88 billion in federal funding for the Hudson Tunnel Project (HTP). This was the last part of the funding to secure the entire $16 billion commitment needed to build and complete the HTP. This includes $12 billion in federal funding – the largest federal funding commitment to a rail transportation project in modern history, as well as $4.06 billion of Railroad Rehabilitation and Improvement Financing (RRIF) loans from the Build America Bureau to fund the local share of the project. The low-interest loans that the GDC closed on represent the largest aggregate loan the USDOT has provided through the RRIF program.
The Hudson River Tunnel is part of the overall Gateway project which improves a 10-mile stretch of the Northeast Rail Corridor, including the new tunnel under the Hudson. The new tunnel will be in service by 2035 and the full rehabilitation of the existing tunnel will be complete by 2038. Construction of the HTP started on both sides of the Hudson River in November 2023 and is expected to create 95,000 jobs and generate $19.6 billion in economic activity.
In February 2024, Gall Zeidler Consultants (GZ) was selected as part of the HTP Delivery Partner providing project management, construction management, and engineering services to the GDC and its partners Amtrak, the Port Authority of New York & New Jersey (PANYNJ), and New Jersey Transit (NJT). Also, GZ is supporting the digital transformation of the project and is advising and supporting the project’s BIM adoption. Previously, GZ has been involved in the Gateway Program through its role as part of the Program Management Support Services Contract under Amtrak.
